Played this alot on launch, never used that shout, if you cant harm stuff whats the point right. used it on my conjurer, bound weapons still do damage ... most overpowered shout? :D

I use it to jump off high cliffs without damage. Good for taking the shortcut to the bottom.

This is what I use it for.

That or repositioning when surrounded as getting surrounded by even two people is lethal in my game.

It's a wonderful "♥♥♥♥ this, I'm out" spell.

It's a good pre-emptive spell to keep hostiles from carving up your backside while you prep a massive "master level" AOE spell like Fire Storm.

IMHO: The most "overpowered" shout is Unrelenting Force when combined with "Force without effort" (Parthurnaax) and a perk from one of the black books that makes the shout capable of disintegrating enemies.

I believe the most OP shout is the slow time shout... when I was playing my assassin character, I could use this shout and kill roughly 35 enemies before the shout would end.

It's rather funny shouting, firing a ton of arrows, and then when the slow effect stops, everyone just topples over filled with arrows.

I stopped using that skill as it made everything a cake walk (as if assassin wasn't enough of a cake walk lol).
