Im around level 75 or so, I would hope so. I can get two handed training from the other guy that is in the companions and im a low level in that lol

Im currently a level 26. My one handed is level 78
He only trains up to lvl 75 in one-handed.
You need a master level trainer, Cheif Burgurk of Dushnikh Yal is a master one-handed trainer, but you must be blood-kin of him to train. Travel to Dushnikh Yal do the quest he asks of you then you can train up to level 90 in one handed.
I save my money for Magic trainers, Blacksmithing Trainers, and Archery Trainers. I also use Alchemy, Pickpocket and Sneak trainers, but not Lockpicking trainers, as that's too easy to level up.
If you have gotten up to One-Handed 78, then you clearly don't need a trainer, you will max it out before long anyhow.
