Maybe you can roleplay with it? It is an ancient curse or some stuff like that. Srsly I look forward to it. I had that "shining eyes" glitch and could remove it with commands, but you somehow seem to rely messed it up. And if you load an older savegame?

If you have either USLEEP or USKP then there is an extra shrine in the temple of Kynerith in whiterun, it should work.

Stick to your old savegame if there isn´t that much playtime beneath them. That somehow solves 99% of all glitches ^^ - I tried to find other solutions, but they all end up to somehow destroy the players enhancements/skills or whatever.

It wasn´t really a help if we are honest. Just don´t try to somehow trigger that bug again ^^
