It's just like Stormsong said; a developer oversight/"bug". There are mods that fix the progression.
They stopped supporting this game over 3 1/2 years ago. The sloppy part is all of the bugs they left behind.
I think it should be the other way round if you ask me.
Both Orks and Dwarfs are particulary good at smithing. But whilst Dwarfs also consturcted some machines and robots to support them in Battle, Orks always relied on Heavy Close Combat Fighting. So it would be just concievable, that Orks took more effort into getting good at smithing Weapons. Whilst dwarfs already needed a very good insight in creating stable shells for their robots - just allone to support their heavy weight. Additionaly not having the very best weapons wouldn't have been that bad, as they dont nessesarily need to fight on their own. So better be protected as good as possible and command your robots to do the dirty work.
