Is there a moon cycle in Skyrim?
And if so, is there a mod that forces you to become a werewolf at that time?

yes, there is an Moon Cycle and Full Moon forces Werewolf

The Mod " a Matter of Time " will show you the Moonphases if you like

Even without a "mod", yes there are two moon phases/cycles.
On rare occasions you will see a black moon.

Yes the game has cycles and yes there is a mod than can force a transformation, it is called Moonlight Tales.

I'm running Moonlight Tales, but I'm having an issue where it seems to be stuck on 'Full Moon' all the time. I can't find any console commands that will let me fix it either, so my poor werewolf is having an utter nightmare of a time. :'(

Thats a new one for me...Do you have the ring of hircine? Having that allows you to use the MCM to modify the moonphase % Chance of transformation. If you don't maybe get that first.

Which version are you using? is it Moonlight Tales - Werewolf and Werebear Overhaul
or Moonlight Tales - Werewolf and Werebear Essentials
