Subtitles (for about 1/2 a second if at all) and no dialogue bug
Hey guys for some weird reason when I load up skyrim there is no dialogue from the NPCS and when I put subtitles on they are there for about 0.5 seconds assuming they even show up. I have been trying to fix this for the past few days and still no closer now then when i started. example: I tried alternate start as a work around but when I engaged in conversation I would get the opening prompt with choices but no voice to go with it (or lip movement), and for general dialogue I wouldn't get anything.

What I have tried:
-checked my volume (so many times)
-uninstalling my entire mod list, and uninstalling skyrim and then reinstalling it clean and vanilla. (did nothing but waste 3 hours of my life)
-starting DX10. (ran it 3 times no effect)
-unpacking the BSA voice and sound files? (did the BSA unpacker and all it did was fix ralaf's voice in the opening and then back to the silent treatment)
-deleting skyrim.ini and skyrim.pref and starting anew. (did not work)
-checking computer speakers. (no effect)
-checking the ini files for any missing files. (all present and accounted for and did nothing)
-ran it vanilla with no mods. (if it worked I wouldn't be posting this)
-check google for help? (I wouldn't be here if I found something)

I am open to ANYTHING. Please someone help before I lose my sanity

Have you undone the unpacking you did? Try validating your game files following this guide;

and after all that, did you use the same old save that you originally had issues with?

@Psylent No I was operating under a clean save each time.

Try this. Sound default 24 bit 48KHz stereo and if Realtek then "Loudness Equalisation" on.
I ask because i had the same issue. turns out it was a mod prob and i spent 5-6 days trying to fix everything while still using my old save. Once i started a brand new save with a brand new fresh game, prob solved. Good luck on your fix, hope it goes well. :cybereye:

UPDATE: (pardon my language ahead of time) I FINALLY ♥♥♥♥♥♥♥ FIXED IT!!!!!! Made a clean unmodded memory just in case, and made back up files of the skyrim.ini and pref files. (apparently there are two versions of them) here's what I did: go to Documents--> go to My Games-->go to skyrim-->see the skyrim.ini and SkyrimPref.ini-->delete that ♥♥♥♥ (note it had to be those specific ones)-->uninstall skyrim-->reinstall-->run start up. refer to any other attempts if that doesn't work. Thanks again for everyones help I hope this post can serve as a help to anyone else as the solution i found was on a single forum post after googling hundreds of others.

UPDATE: this is where i found it: https://forums.nexusmods.com/index.php?/topic/873781-npcs-lips-arent-moving/
