Yes. Most mods, especially complicated ones, require SKSE. Some of the most important mods out there need it. Deadly Dragons and SkyUI need SKSE, for example.

When you change or do anything to the game you must launch the game by steam play, OK any changes or setups, then close out and use SKSE.
This must be done even after verify game.
