Have you tried FULLY re-installing? Here is a guide:

SKSE is a mod, so no mods is a lie. And once you have SKSE, you launch it from SKSE, no ifs and/or buts.

I'm not sure I understand. It works fine from launching it from SKSE, but the launcher itself fails? You shouldn't be launching it from the launcher in the first place if you have SKSE installed. And if launching it from SKSE works all fine, why do you need to launch it from the launcher first place?

Yes. Most mods, especially complicated ones, require SKSE. Some of the most important mods out there need it. Deadly Dragons and SkyUI need SKSE, for example.

oh did not know that well iit works there but now i got a problem where i can't mod and it crashes when i hiot the laoding screen after clicking new game

Probably wrong load order, or missing Master mod. ie, if you don't have a master mod, it will crash every time. Get LOOT, run it, click Sort, 3lines upper right, after Sorting click Apply. Any warnings, other than cleaning files with Tes3edit, play close attention to and fix.
Edit: Added link to LOOT.

Both launches work, SKSE skips the intro only.
When you change or do anything to the game you must launch the game by steam play, OK any changes or setups, then close out and use SKSE.
This must be done even after verify game.
