Already tried that, changing the weight slider has no effect on the seam unfortunately.
2. Are there truly no mods left? Mod managers or steam might have reinstalled them.
3. Did you delete all of the previous installation's files?
4. Is the seam visible with no clothing on?
1. I could try to get a better screenshot but after two days of trying to figure this out I kind of gave up on Skyrim for now.
2/3. I literally made sure to delete every single file for Skyrim and it's mods/mod manager, before reinstall Skyrim in a completely new drive and using Vortex instead of NMM. I don't use the steam workshop.
4. Yes.
For some reason it seems to be more apparent when zoomed out or at certain angles.

As you can see, it's not the worst seam. So I'll probably just end up playing this way regardless because I haven't played Skyrim in nearly a decade but I'm just baffled at how it would still be there after a clean reinstall in a new drive even using a different mod manager.
I'm more annoyed that something isn't working right than the actual seam. made sure to delete everything to avoid this precise thing.
I think I also forgot to mention that I had an old installation of Skyrim that was on the pc for years but on another drive. I started noticing that same seam after I played around with the body/face textures a few days ago when I decided to start playing again. I tried everything to fix it but since nothing worked I opted for the clean reinstall on my SSD.

Though you said that you did everything necessary (and from what you posted it sounds like your did), still, it would be a good idea to check it again using the above guide - just in case there was something you missed.
I can merely guess, of course, but let's see:
1. The mod managers use a different folder to store their files. Did you delete that one as well? Is the new folder truly empty?
2. Were the .ini files deleted as well?
3. Have you installed the Hi-res texture packs?

3. Now that's interesting, I just realized that Steam installed the High res texture pack on it's own and I didn't realize it. You might be on to something. I'll remove it later and see if that was the problem.

PS: I just removed the high res textures from steam, not sure if I need to do more to correctly deinstall it but the seam is still there.

I use plain UNP or UUNP...Fair Skin and pretty face of course

I'll try to simulate a few such problems and see if anything similar to your issues pop up.
As I said, the first problem is definitely an issue of mismatched normalmaps. Look into the folder \Data\textures\actors\character\female\ and see if there's something inside.
You don't need to uninstall them, simply disabling the .esp's is enough.

If I wanted to show off...I would have posted Wanda Vision or anything made ATA / gabriel08 (they are part of my group's collection - for the past 3 years my followers have been most downloaded followers on Steam)
And sorry if you don't like her or her outfits. She comes from a outfit mod...not a follower mod...an outfit mod

I'm certainly not insulting anyone. But I am focusing on the problem, and that post didn't contribute to the solution.
If he wants help, then he'd need to cooperate. Based on the available data, I'm currently unable to troubleshoot the second issue. Besides, taking screenshots shouldn't be that difficult.
Those seams in the second and third screenshot look rather weird. Upon a closer look, it's almost as if there's an overlay that doesn't fit properly. But OP didn't install anything like that, so it is kind of weird.

Do I see RaceMenu in the second screenshot? I concentrated on the seams and overlooked that one. Did you place a weird overlay with it? Or imported some presets? Often, those come with their own textures.

Here are three screenshots I just took after getting rid of both unp body and fair skin. I also made sure that the folder you asked me to check was empty and it was. I currently have a few mods but they're unrelated to skins/textures/body. And like I said, the same neck seam was present with a clean reinstall in a new drive with no mods.
