The other reason is Bethesda would have to implement non-human children as not every player is human. Elven children, khajit, Orcs, Argonians, . From what I hear Bethesda were very lazy/short of time when they added children to Skyrim, they simply ported over from Fallout. Facial details are nearly identical.
