This has been solved however by loading an earlier save; luckily, the game auto-saved as I entered the room just before this happened, so about 20 seconds of progress was lost.
If you can't click on your character, then just type player.tc both times.
This actually worked while the others didn't. Thanks.
If all the above fails, and it can, enter free camera mode, make a new save, reload that save, move the camera then turn off freecam.
For me, I was activating an ore node, the camera entered 3rd person but the animation did not begin, causing me to become stuck in 3rd person. My character could rotate as if I was in 1st person, but my camera remained stuck facing in one direction. Couldn't Save or anything.
I fixed this by navigating to the nearest blacksmith and once I activated it, my camera was forced back into position by the smithing animation. I assume anything else that forces a camera angle will suffice(Chopping Block, Ore Vein, Enchanter's Table). If you have trouble getting your bearings, you can use tfc to at least reposition your stuck camera in the desired direction.
