Don't be silly. We have bunch of new posters in this forum every day. That is not the reason. :)
I just don't think that what you seek currently exist. Peoples are passing your post, because they don't know what to answer to it.
If mods like these exist, then you would know better what you are after than I am. I never played the Shivering Isles (sadly and it is something that I am going to find the time to do), so I wouldn't recognize them.
Search Nexus and Workshop for these mods. You know what you are after and at least Nexus mods have plenty of images in them.
I am sorry, but that is the only advice I can give.

Anyway, I followed your advice and there were spells, Sheogorath themed clothes, even a quest, but none contained Madness Armour. This leads to more questions.
1: Is it possible to formally request a mod author to build a mod?
2: I have no idea how to create a mod myself, in fact I've never done anything like it. Where can I learn to make my own mod?
Personally I prefer if someone else could make it because I know, even if I did learn to make mods, my work would be shoddy at best.
If you want to, then you might learn how to work with meshes. As said, it is not easy, but not extremely hard either.
I know there are tutorials and discussions about it. Peoples in those forums would likely happy to help you with those meshes, or maybe even start to work with them.
