But, what happen exactly? The npc don't give you the quest or you can't enter solitude?
Did you had do the stormcloak/imperial quests? (join one of their side)
If you do, you just had to continue that quest until the end before doing the
killing emperor thing...
Unfortunately, there is a slight change that you won't be able to finish it at all. Civil War changes few things in Skyrim and DB questline might get bugged because of it.
Don't worry about it, though. It is possible that everything will go alright - just feel a bit strange - after Civil War is done. Just finish the siege and leave Solitude for a while, once that is done. Then come back to finish what you have started.
That part of the MQ does not happen, if you have finished the Civil War before it would take effect. The main quest will move forward without the negotiations.
