Buy legendary? I own the basic game
Can i buy the legendary edition? Because i own the basic game and to buy the dlcs alone is more expensive

You wont get an extra Skyrim all it will do is install the dlc you do not own. So if you can wait for the winter sale it be much cheaper

Nope. Unless specified buying stuff double on Steam will not result in a copy (giftable). Only reason to get doubles in your library is when you buy a game twice from different regions like Call of Duty in English and in Russian. Then you might end up with CoD and CoD Ru. However still not giftable.

Legendary edition will overwrite your Skyrim and add what you are missing from the full game.
