It's possible, but I don't really think so. She may have believed he was engaged to somebody he didn't love, another woman whose marriage to Sibbi was arranged by her parents and his too. It might be possible that she thinks Sibbi only has eyes for her because he truly does love her in her mind. Whatever the case, Svana is infatuated with Sibbi; whether they're really in love or not is hard to say since Sibbi may just be a womanizer who wants a harem of women as his wives.
He did think that Lynly was somewhat exceptional before the incident happened, and mainly talked about Svana as just "a relationship".
