That's weird; you'd think the devs would seal it off rather than have a path leading out through a gate; it looks like it was left open with the intention of further development.
If you want them to be more immersive, then there is a mod for that. I am using this, because seeing completeley abandoned gates in a country of war didn't fit me imagination.

No. First off, there will be no more DLC. Development on this game is long done, and they aren't even doing bug-fixes anymore.
Those areas (and there are several) are put in so you don't run into the 'end of the map' and look outover an empty abyss. If you look out from certain points you can see they heightmapped Morrowind, Cyrodil and several other neighboring provinces. On a good day you can even see the big spire in the imperial capital. But there's nothing there except the ground and a tiny number of low-detail buildings.

Dude, you answered my question, thank you. The "Fort Dawnguard" icon on the map is exactly where I can't get to right now. I don't have any DLC's yet, just the original Skyrim with a ton of mods. Thanks again for helping to clarify. I may now have to break down and buy the DLC! I'm totally obsessed with that area of the map, having spent about 40 hours now on building up a town around the Black Mead house (it's the house icon on the far right side of the map; if you you drew a straight line from the bottom point of the Fort Dawnguard icon, over to the left, it would be the first structure that you hit) including stairs that wind through the mountains and multiple bridges, etc., and that closed-off trail has been haunting me.
