I cannot find Cicero :(

After I spared his life in the Dawnstar Sanctuary, I exited the sanctuary and did a few other things, then I returned to get Cicero as a follower, but he was not inside the sanctuary :( Also not just outside... Do I have to look for him all around Dawnstar or what? I want him as a follower ;-; Never had him before, when I made the only other evil playthrough I killed him...

I'm not sure, my next task is killing the emperor by disguising as the Gourmet...

Ohh, ok. Do that quest and the next one after that. He should be at the Dawnstar Sanctuary.
