She does have a weird schedule sometimes where she leaves the house and roams around early in the morning and at odd times.
I do use all the unofficial patches though.
A couple of times I just used console to make her come out of her house.

Sometimes leaving the city fixes this bug, but it often require leaving the whole hold entirely. Fast travel to other hold, or use a cart if you wish to keep your immersion. Do something there and come back. Viola's AI should reset and quest will proceed normally.
Stay away for atleast 3 days.
And install the patches.
