You will always receive damage when blocking, only less so.

You need to had nothing in your other hand (or even better, a shield)
to block with right but like Grathagis tell you, you will still
take damage... but the more your block skill will level up,
the less you will get damage when blocking.

You need a shield+perks to negate most damage, without you only block a smaller portion of the damage.

When you level up, invest points into the blocking category. To do so, you need to grind a bit just blocking enemy attacks. Have plenty of health restoring items at the ready because you're going to need them a lot in the beginning. It helps if you've got a follower that can fight for you while you work on leveling up the blocking skills.

sometimes the block key goes missing

set keyboard layout to defaults and it will clear up

If you are holding the sword sideways while holding the right mouse button, then you are blocking. The problem, as many have pointed out, is that it doesn't block damage worth a crap.

As everyone has said, you will always take damage, even, I believe, with the best blocking skills.... Sorry!

If you keep holding your shield up, you'll take a minor damage, but your blocking skill also goes up fast that way if you decide to use bandits for that soft of training.
