Dragonborn: Winds of Change Black Book--Stuck on Loading Screen

As the title says, this is an issue I'm currently experiencing. I've tried exiting the game via the control-alt-delete method and have gone back in several times, but the game still doesn't load up Apocrypha properly when I activate this Black Book while in its respective dungeon. Is this due to an issue caused by a mod, and if so, what is the mod? If not, is it a bug caused by the Dragonborn DLC itself and how could I solve this problem?

The only mods I have regarding Solstheim are Enhanced Cities: Raven Rock and Fort Blackcliff. Could either one of those be causing the problem if it is an issue caused by a mod?
