Talent Respec
Is there a mod or workshop mod that allows you to unspec all points you spent without and negetive effect?

I can't recommend one specifically, but I know for a fact that if you install SkyRe you get a potion of respec, which essentially gives you back all of your perk points.

Example: I put too much points into heavy armor, I want to get rid of said points to put them somewere else, I think there is an ingame ability to do this, but you lose 5 points in doing so.

oh, you can do that with the console, I believe. player.removeperk <perk ID here>

You can look up perk IDs by doing a search in the console: help <"perk name">

the dragonborn DLC has that and you do not lose any thing.

but only after you beat the DLC

With Dragonborn installed, perks may be undone and redistributed at the cost of one dragon soul per skill tree once you have completed the add-on's main quest.
