Bows would get you there faster than the arrows ... but, craft too many bows is actually a waste because most merchants lack the gold to purchase what you have crafted "en masse" ... whilst crafting arrows is a better choice - you can use the ammo ... but, you don't need 99 bows.
And alteration and enchanting.
If you have Heartfire then crafting building materials helps quite a lot. After that I advice jewelry.
You only need to do bows to like 70 smithing, from 70-100 you can just upgrade the bows you made before using 1 dwarven ingot.
