Ulfic's Victory Speech at courtyard of Castle Dour (Solitude) doesn't start

After killing general Tullius and the legate, Ulfic ask me to join him at his side at the victory speech in the courtyard. I replied yes but both Ulfic and his right-hand man (forgot the name) continues to be in battle state with weapons drawn. The victory speech never happens. The courtyard is full of stormcloak soldier but after days, the speech still never happens.

The quest is completed though, but Ulfic seems forever doom to be stuck in castle dour for eternity.

Google wasn't much help, only found one other player reporting this but there were no solutions. Any ideas how to fix this? Thanks in advance.

The 2 wiki links are excellent sources. I use them all the time. However if there is not solution for a bug mentioned in those 2 , than it is not an ordinary issue. Reloading a save is your best bet then.

I have the exact same problem. I teleported out of the castle but the quest will just not continue. I'm stuck with Ulfric inside the Castle Dour Dungeons, and the soldiers waiting outside for the speech.
Got no saves previous to the battle of solitude so I'm totally stuck

Fus roh dah him and then put your weapon away. Sometimes, this gets them to reset their combat mode. Also make sure there isn't some stinking imperial peon cowering in the corner somewhere.

Nothing works. This bug really bums me outta the game. I haven't gone back to Skyrim since encountering this problem. It is a game-breaking for me, since this _is_ a "role" playing game. Ulfric's role is broken, game is bork.

Have the same issue, newest unofficial patch installed..
only thing that can help you at this point is to go to Blue Palace and out, those two twerps should be in the courtyard now, but you will miss the speech..
I think the problem is that Elisif b!tch.. in my case, I think I had to trigger that event you get first time you enter Blue Palace, which I never did before.. at level 59 :p

I'm late, but I fixed it. I had the same issue and I fixed it through sheer big brainery. If you haven't been to the Blue Palace before the battle, that little script with Varnius won't occur. You need to fast travel somewhere else out of solitude, re-enter the city, and Ulfric and Galmar will go running to the door. This is normal. You will also see Erik, Bryling (maybe), and Elisif at the door of the Blue Palace. Either unlock the Blue Palace with your lockpicks or use cheats (open console, click on door, and type in unlock), and Elisif will enter through the door and the script will happen. After the little exchange between Falk, Varnius, and Elisif is done, they will disappear. Go back to the courtyard of Castle Dour and the speech will be delivered. Yayyy!
