I was reading Silver's post on the Mortar and Pestle and saw the link that Grathagis and IIja had so clicked on it and thought it was quite informative. Thinking that I would like to bookmark that site for future reference I opened my browser and typed in uesp.net; I got a message say Forbidden you do not have permission to access this site. Is this normal or just my computer?

While both links are very informative and will solve a lot of problems, I found that when it comes to bugs and solutions, the UESP wiki is better.
If you should be using console commands the list of UESP wiki is more extensive.
