About Fort Hraggstad... I must reset my clearing of bandits and dunno how to do so.

I just wiped out Fort Hraggstad a long time ago and it was never a good idea since im trying to complete "Missing in Action" with peaceful way through talking to tulius.

Well, i cant talk to him cuz he forces me to join Imperial Legion by kill bandits in Hraggstad that I WIPED OUT A LONG TIME AGO and turns out the fort is already repopulated with STORMCLOAKS.

I messed up big and game is heavily modded so i really cant load previous one cuz it was a long time ago that killed whole bandit party and i probably overwrote my save file through "Rotating Quicksave" mod.

I know i must use console command to solve this mess that i asked for but i want more immersive solution which is resetting once cleared fort back to bandit captured state and i dont know how to console command my way out either way.
Thus i need your help with console command methods cuz my google skill is cancerous and couldnt find answer i wanted.

Also Im kinda fence sitter with whole civil war stuff and wanna complete game without civil war, is it impossible to complete MIA mission without siding completely with Imperials?

I think the peaceful method was removed from the game. The "Cutting Room Floor" mod should readd it, though. I know I did it peacefully with that mod on, once.

I'd suggest just leave that quest and focus on other stuff ... and come back to it in your next playthrough.
If you mess with console commands to complete a quest ... all that does is remove it from your quest list and double your chance for getting a borked Skyrim.
