I've never been in jail before.
The first time pop-up explaining how to break out of jail, telling me about the snuck in lockpick and that I can sleep off the jail time, was interrupting the quest. Even once I'd dismissed the pop-up, the Orc guard would never appear, having most of my controls locked out from me while the game waitied on a guard who was never coming. Reloading saves never worked, getting myself thrown into jail at a later time didn't work, entering the mine manually didn't work, but I noticed that if I rapidly pressed B to dismiss the pop-up as quickly as possible, I'd have a brief second where I could behave normally.
I reloaded a previous autosave, went off to Morthal, punched a guard for 40 bounty and served my time to get that alert out of the way. I went back to the Talos shrine, talked to the corrupt guards and got myself sent to Cidhna Mine.
Everything went off without a hitch! Figures. I have to break character to go randomly sucker punch a guard in another county before it'll let me get on with the quest I was doing.
If anyone else has this problem, this is likely what's doing it to you.
