This doesn't mean he won't be at the gate of Windhelm.
Besides the gate and siege camp of Windhelm, things to check:
console command sqs cwsiege - what is the status of stage 1
a savegame editor - are any civil war script threads stuck (suspended)
If Rikke is telling you "We're taking the city. Meet the soldiers gathering for the attack. Move it!", this means that the quest cwsiege should be running and advance to stage 1. But also in the stage 1 of that quest the soldiers should be enabled and the first objective displayed.
If you had an earlier savegame you could retry it with Papyrus logs enabled and see exactly what goes wrong; without it, maybe you'll find something in the savegame editor, maybe not.
Added: I tried other solutions presented from google searches (console command - moveto Ulfric) and various "setstage" commands people suggested, but that advice didn't solve anything, in fact it made the deal worse. I wouldn't bother trying a console fix before at least trying this.
Basically, if you have a save prior to approaching Rikke (after you've taken the last Fort), load it, just ignore Rikke's inaction, ignore the added camp outside of Windhelm, slow travel straight to the gate of Windhelm, and approach General Tulius at the gate. It worked for me.
