Battle For Windhelm won't start.
So, after playing through the already quite buggy Imperial Quest Line (Serves me right for fighting for the Empire), I'm now stuck completely. After completing the battle for Fort Amol, the quest now guides me to Legate Rikke to receive my new orders, presumably for the battle of Windhelm. She gave me my pay for the Battle at Fort Amol, but now only keeps saying that we're taking the city and to "move it!" The quest for Fort Amol ended, but the battle for Windhelm won't start, only telling me to report to Rikke with her repeated dialogue. I also tried console commands, but it keeps saying "LocAliasIsLocation" followed by numbers. I have the Unofficial Legendary Edition patch installed along with a metric ♥♥♥♥-ton of mods with it, but none affecting the Civil War questline itself. If anyone could come back with info, I'd much appreciate it.

What does she tell you to do besides going to take the city I know she says more than that. I like doing the empire side you will see what I mean if you haven't finished the main questline yet

That's all she says right now. And I've already beaten the main questline.

Nope, the quest isn't actually starting at all, he's still in Solitude.

I had this problem before, well honestly a few times, but it was because something attacked the camp and force them outside of tent, and not inside leaning over table looking at map where they are supposed to be, once they were inside tent the dialogue appeared. you can test if you like it could still be something else.

As far as I'm aware, nothing attacked the camp, and Rikke's still in her tent, unfortunately.

I searching the web reading the battle for windhelm looking for this particular bug but i coming up short at the moment. i write you if i thing i find something worth mentioning.

All I can tell you is to load a previous save to before you captured Fort Amol. Do that and maybe it will fix. You can auto complete the quest but I don't know how (Not very good with console).
Dammit, I don't have a previous save beforehand.

This doesn't mean he won't be at the gate of Windhelm.

Besides the gate and siege camp of Windhelm, things to check:

console command sqs cwsiege - what is the status of stage 1

a savegame editor - are any civil war script threads stuck (suspended)

If Rikke is telling you "We're taking the city. Meet the soldiers gathering for the attack. Move it!", this means that the quest cwsiege should be running and advance to stage 1. But also in the stage 1 of that quest the soldiers should be enabled and the first objective displayed.

If you had an earlier savegame you could retry it with Papyrus logs enabled and see exactly what goes wrong; without it, maybe you'll find something in the savegame editor, maybe not.

Everyone, if you are done with the capture the enemy-held fort quest prior to the last one and you have returned to the Imperial camp and speak with Rikke which will start the last quest, make sure you have to save the game, then exit and relaunch Skyrim before you proceed to Windhelm.

I know this is an old thread, but in case anyone else still needs a fix, here's what I did. I had this issue and thought I was screwed. Solved it by triggering Rikke's "Move It Soldier" line, then ignoring her inactivity and slow traveling to Windhelm without her. Tulius should be at the gate to Windhelm giving the soldiers a pep talk before entering the city. The quest triggered and progressed fine after that, and as I battled through to the castle Rikke eventually showed up.

Added: I tried other solutions presented from google searches (console command - moveto Ulfric) and various "setstage" commands people suggested, but that advice didn't solve anything, in fact it made the deal worse. I wouldn't bother trying a console fix before at least trying this.

Basically, if you have a save prior to approaching Rikke (after you've taken the last Fort), load it, just ignore Rikke's inaction, ignore the added camp outside of Windhelm, slow travel straight to the gate of Windhelm, and approach General Tulius at the gate. It worked for me.
