OP stated in his original post that he was not wearing Thalmor garb. He seems to be well aware of the fact the Fultheim will attack if he is wearing Thalmor garb. He is probably correct in thinking that it could be because he is in the process of joining the Stormcloaks, although I have never heard of that happening before.
Nope, being a Stormcloak doesn't do that without mods, even in cases where it really should.
The op either did something to anger the NPC that they aren't saying, has a mod tgat caused this, or was wearing something tagged as being Thalmor.

Yes, I do actually because what you are describing as happened is not in the scripts.
So you either did something to anger him, have a mod that changes his behavior, or are wearing something that is tagged as being Thalmor.
I suppose if we go down the "it's a largely unknown bug" route, we could look into whether you have a bounty and he is flagged as enforcing bounties, but I'm pretty sure he isn't.
