How are you even there? This was already fixed in Unofficial Skyrim Patch 1.3.2.
Return to guild and tell Delvin that you wish to quit the job. Then install USLEEP to your game.

In that case you have two options. Pick the one you prefer.
The console command did work, to a certain extent: I completed stealing the stuff and was told to see Delvin fine enough. But when I talked to him, the dialogue option to finally complete it was missing.
And as it is, the Bedlam-quest is still in my journal.

Stealing any item does not count against the quota. They have to be placed in open location (keeps count), or in storage that is out in the open.
Other cities can be emptied few times, before they even have time to respawn. Raven Rock does not have enough valid targets to clear the settlement even once.
This is why USLEEP disables the location as potential Bedlam job target entirely.
You might wish to make a hard save and try out other quest stages from UESPWiki page. I am sorry, but I really can't figure out any other way to help you. I already had the patch, when Raven Rock became "valid" target for TG Bedlam jobs, so I never had to personally deal with this problem.
