I will notet that I did not see .ini files under those names in that folder, but I did find "configuration settings files" under those names and that's what I removed. I might have removed the wrong thing.
Thing is that MO uses separate set of configuration files for each profile you have. They are stored under ...Mod Organizer\profiles\<ProfileName>. They will override the default files you use.
But that is actually not something you should worry with this case. There is nothing in those files that would have effect on Irileth being present in your game. Validating your data files was the point.
Just in case though, open the default launcher once and make sure that game has configured correctly. Otherwise MO and SKSE will not work correctly.
If you did not find INI-files, then you probably do not have file extensions active.
Windows 10 in File Explorer > View Tab to the right are check boxes for File Extensions and Hidden Files.
