Scaled horn armor

so ive upgrade the rest of my armor but the chest piece itself this is because it wouldnt let me i have the required ugrade material and its not stolen so does anyone know
how to fix this

For whatever reason, Bethesda made scaled horn unimprovable. http://elderscrolls.wikia.com/wiki/Scaled_Horn_Armor

no on the mods question, but regular scaled may be upgraded.

A LOT of armors and weapons are screwed, they completely forgot to make them upgradeble, and when they can they don't have a perk for double improvements. The unofficial mod fixes a lot of those mistakes, i suggest installing it, not just for now but for 99% of future bugs as well.
