Blue mountain flower and blue butterfly wing locations?

I've been told that combining blue mountain flowers and blue butterfly wings can give you a potion which can be sold for a lot of gold, however I'm having trouble finding the said ingredients. Does anyone know the best places to find these? (Preferably near whiterun, I'm still quite early into the game).
