Main character and all NPC's stand still. They dont move at all

I have uninstalled and reinstalled Vortex and Skyrim LE many times with same issue happening over and over again. I have no clue what is going on and the same happened when I downloaded MO2. And I also need to find out how to load the newest SKSE for SkyrimSE because it says I need a version 1.7.2 or higher when I try to play

If you disable mods, try a new save as the save game you have can have "baked" in data from mods.

I have already done that and I see that I now have "baked" folders. Do I need to delete them or what?

No - what is being referred to when we say a mod "bakes" information into the save, is that the save file now has information regarding that mod in it that cannot be removed - there are no folder or files that contain this information out side the save file. Read this for complete information regarding removing mods and how saves store the information:

Files which you may see that have the extension .bak or folders marked bak are backup files/folders - and they have nothing to do with with what we are referring to.

So, basically, if you removed mods and continued playing (unless they are purely texture/mesh mods or mods using only vanilla assets or spawns), you will need to either go back to a save made prior to having removed/disabled the mods, or start a new game.

And, if you are in doubt about the mods you removed, it is best to roll back or start over rather than continue playing.

As to your issue, it does sound like an animation one. Are you sure that FNIS is installed correctly? Do you have "GENDER Specific Animations" and "SKELETON Arm Fix" checked as they should be?

Since I have been having this issue with my character and all NPC's not moving I have uninstalled the game many times and I removed the mods from Vortex before I uninstalled Vortex and the tried re-installing Vortex and Skyrim LE and the problem still exists where my character and all NPCs dont move

Run FNIS and copy the results in the white field and paste it here - that way we can see what the output is for FNIS and see if there are any errors or warnings.

I did a clean re-install and the problem went away until I happened to save it. then when I came back to play the old issue reemerged. So I dont know what is going on. I never had this happen before
