Is there a mod that disables enemy leveling?
I want to get the feeling of becoming powerful, but this is not possible because *most* of the enemies level with me. Is there a mod to disable that?

Then you will get dissapointing anticlimatic boss battles, dungeons and extremly short fights that supposed to be a grand battle for fate of the world. Being overpowered will become very dull and boring very quickly. Where is adrenaline, intense duels, challenge?

There are non-scaling mods available, but be warned that they do so by setting up every encounter at its own base level, so certain locations are leveled higher than others. Your power in relation to every dungeon will grow over time, but many dungeons start out much stronger than you are.

This mod goes further by modifying found and crafted equipment as well to fit with the leveled lists. Stats of gear will change.

If what you are really looking for is to have your character be nearly invincable and crush everything before you with ease around level 30+, then just turn the Difficulty to Novice.

word of advice if you're thinking about this one, you'll have a more equilibriated game if you use the full version over the modular version, as the difficulty accounts for changes the author made to equipment and armor values, which can make it seem incredibly difficult if paired up with combat mods

RUSR and all variants of permaZONES are fairer in that regard - and more compatible - but i have heard of SU being referred to as requiem-lite, which is probably an apt moniker, all things considered

Well I'm level 51, no problem.
Many monsters and enemies stop scalling at your level. Only dragons, vampires and falmer can still scale beyond lvl 50.

You have 178 hours played ~ you have barely scratched the surface. How many races have you played as? How many of the guilds have you joined and become leader of? How many side quests have you done? Have you done all the Daedric quests ... the Civil War ... or any of the side quests? That main quest is just ... one.

Reach level 50 or so, literally nothing can stop you after you get about that high if you invested your points into combat or stealth.
