Skyrim Launcher - application could not start 0xc0000142

I already repaired files through steam but the launcher does not start.
I can start the game directly via skse_loader.exe, but then no mods are activated.

What is the problem?

Im Confused, i installed reimage (tool recommended by the link above) and it ran a scan, and found a virus:

e:\games\steam\steamapps\common\skyrim\skyrimlauncher.exe --- Artemis! 3FB14FEB5A89 a.k.a Suspicious_GEN.F47V0319 a.k.a PE:Malware.XPACK-LNR/Heur!1.5594

The weird thing: I deleted "skyrimlauncher.exe" before I ran the scan and then triggered the "game repair" function on steam. So is the official skyrimlauncher.exe a VIRUS?

No it is not.
What is your AV?
Do the verify and tell your AV that Skyrimlauncer is not one viurs.

I only have windows 10 default Anti-Virus. I just added the whole folder as exception on windows defender, but the game still fails to run.

PS: I uninstalled this ♥♥♥♥♥♥ reimage tool again, because it requires a license at the end of the scan.

I apoligize, i should not do this from work. I should have said ignore method 1 and start with method 2. The program they are adcertising is probably crap. But the rest of the information is good. Again, i am very sorry i left that information out.

Maybe you should edit your first post and add a hint. Thanks anyways. I already tried `sfc scannow` made no difference.

Try sfc scannow along with dism

After you did run sfc and dism, did you turn off you pc and turn it on again?

Yes I restarted the computer after it, it did no helped either.

Ok. Now we know your Windows files are good. So lwt's look at the redistributables that come with the game. Reinstall the Directx, visual c++ and .net programs that came with the game. The files to run are
\steam\steamapps\common\skyrim\directx10\dxsetup.exe

\steam\steamapps\common\skyrim\vcredist\vcredist x86.exe

\steam\steamapps\common\skyrim\dotnetfx\dotnetfx35setup.exe
