cant buy land in pale

I have a level 91 character I’ve bought land in Lakeview Manor (Falkreath hold) and Windstad Manor (Hjaalmarch hold) but I can’t buy land in Heljarchen Hall. neither yarl nor steward offer me the option I’ve done all quest the void salt and the troll and bot quests in mains (iron and silver) and I’ve done the quest for troll from the inn keeper 6 times. any thoughts?

With the Hearthfire DLC yes you can buy land in the Pale when you become Thane of Dawnstar

Did you kill the designated Giant? How did you become Thane? Did you use the console to become Thane? Did you complete the Temple quest?

Is your game modded? It could be a mod that has to do with housing that is causing a bug

hi yes i did the quest for giant both from jarl and the inn keeper
and all quests in downstar and became thane befor the civil war and /no offer to purchace land now i ve completed civil war (im imperial now) still no offer to buy land

did you talk to the Steward about buying the land? She might have the option to buy it.

i m in the great hall there are only four people there
the jarl (Brina Merilis)
her guard (Hork Halfhand)
the court wizard Madena
and another guard in the court wizard room: Legate Constantius Tituleius.

ive been checking every corner of downstar to find any thing any quest to help me buy a land .

Hork Halfhand is the Steward actually my bad I was thinking of the steward in Falkreath

Upon completion of the quests "Waking Nightmare" and (level 22 to start quest) "Kill the Giant," this site can be purchased from Skald the Elder in Dawnstar. If the Dragonborn sides with the Imperial Legion during the Civil War questline, then Brina Merilis will offer it out of gratitude. Both will sell the property for 5,000 gold

If you are unable to initiate the dialogue to purchase the homestead after completing the required missions, use the console commands :- click on the NPC (in this case, the Jarl) - setrelationshiprank player 2 or 3.

thx ive done all but i don wanna use console lvl 91 havent used it yet :(
