If all mods and their files were removed so that there are no leftover files (as they should have been in the reset to vanilla), verifying the Master files should replace any that are missing (1 always fails to verify, as explained in the linked post). Once that is done, launch the vanilla game and check.
The save had baked in data, so even after a totally clean install and a new build/ save, a problem persists?
Are you running any mods at all?
What exactly are the mods you are running? Because from what I am gathering is this might easily be solved by you using tes5edit and sorting "archive validation" or a dirty edit in a mod, depending on how you installed mods.
For some reason your game is not seeing the texture path.
