Although this depends on sneak skill anyway, at 70 sneak you get the silence perk which is effective as the spell or own enchanted muffle boots, which are then no longer required.
So it depends on if you’re at 70 sneak or not.

More details than even the Divines care about:
Muffle at a full 1 point (100%) makes you silent while sneaking. Your "MovementNoiseMult" will be set to zero. However, heavy armor, loud weapons (non-daggers) will interfere with this rating. Non-custom magical boots are typically only 0.5 Muffle.
How to get zero MNM on equipment?
Predator's Grace boots
Custom Muffle boots
Use only daggers while attacking.
Cloth outfit (until Sneak/Stealth are powerful enough to handle Light, then Heavy Armor*).
Muffle effects stack, it is possible to go below zero and essentially be undetectable by Falmer, since they are blind. With negative MNM, you can squat in front of a Falmer with weak daggers and perpetually spam sneak attacks (every other attack procs the backstab message); this still requires a specific Sneak/Sealth threshold*. Beware, Falmer still hear spells without Quiet Casting, torches, etc. Also, if Sneak & Stealth are too low, they still detect, as though they were not blind.*
How to get negative MNM? Examples (useful with amror, but not loud weapons):
Drink a stong enough Fortify Restoration potion before equipping Muffle boots.
Combine the spell, perk, and item in any combinations.
Be flexible. If you are resetting your Sneak tree as Legendary, adapt. If you can't afford the item slot, use alternate methods. This applies to both Muffle and Sneak fortifications; whichever one is too low, fortify it. Sneak/Stealth ratings are moving targets based upon enemy ability, lighting, LOS, so just experiment until functional.
Muffle perk is only 0.5, spell is 1.0, and supposedly Silence is 1.0 (forgot to verify); however, I don't have much luck with Silence, while not sneaking.
Invis? If using invis, and still trying to decide between both, go with Muffle enchantment. Cast invis, charge spell with one hand, use a normal dagger attack with right, immediately re-cast spell. Wash, rinse, repeat.
* : Enemies seem to "hear" if Sneak/Stealth are low values, even with 0 (or better) Muffle.
