Report a translation problem
"Fast travel to another location and attempt to read the scroll. After this wait for 24 hours and the quest should work as intended."
1. Save the game, just in case.
2. Trigger the cutscene if you haven't already.
2. Wait until the cutscene gets stuck.
3. Open the developer console (§ key by default, the one right below the Esc key)
4. Type in: setstage mq206 70, and press enter. This will give you the dragonrend shout. MAKE SURE YOU TYPE IT CORRECTLY!
5. After you get the shout, type in: setstage mq206 100, and press enter. This will get you out of the time-wound cutscene. MAKE SURE YOU TYPE IT CORRECTLY!
6. If you did everything correctly, you should be good! :)
do you mean the tab key cause I don't know what ($ means?
He's actually typing the sign for the Euro, which isn't available on US keyboards (for obvious reasons). On an American keyboard, the ~ key is the one that pulls up the console.
For those who don't know, the American $ sign is actually on the 4 key. The key right below the esc key is used to type ~ and ` (with the ~ symbol requiring you to hold down shift).
