Use both if you like. The same author also has modular and an all-in-one release of the Populated Skyrim series, which adds yet more NPCs everywhere, though the populated series uses pre-assigned spawn points and some of the NPCs are friendlies, merchants, militias, etc. The Genesis mods are all enemies, all the time. I've linked the leveled versions, which are intended to keep the enemies at or near your level. If you prefer, there are unleveled versions in which you may get some seriously tough enemies. You can control how many enemies spawn via menu book or MCM (It's MCM in the Special Edition, but idk how many updates the oldrim version has gotten.)
If you really, really, reeeeealllly want your ass handed to you, try the Sands of Time mod, by the same author.

I'm glad it's also for legendary edition even tho no MCM menu...
Then there's OBIS, but it only increases bandit enemy number and only in enemy locations.
