Is that the version with just intergrated Intel HD Graphics 405 chip
If that is the case then the answer is no.
See here:

Skyrim benchmarks at 21fps at low settings.

Okay look here:
https://www.notebookcheck.net/Intel-UHD-Graphics-620-GPU-Review-Benchmarks-and-Specs.239936.0.html
It benchmarks Skyrim on low settings at 52fps.

Also remember these benchmarks were made in 2016 using the older generation of kaby processors and drivers. So with the newer ones there should be an improvement.

I run the game on Linux Mint through Steam Proton and it runs just fine, with the exception of having no music or npc voices. I was able to fix it following the solution posted here:

Do know those online fps check sites are usually completely wrong. My previous laptop should have run games like bioshock infinite at around 45 fps on medium settings, yet i was playing at 55-60 fps at ultra settings. It should have been impossible for me to play both Vermintide games, yet with adjusting a few setting i was playing at around 45 fps. Skyrim should have been a stable 60 all the time, yet because of the limitations of the game being 32 bit and all that, i was playing at 40-60 fps depending on the area.

Best is to always check how powerful each individual piece of equipment you have compared to the recommended settings on the store page. With that you can make a proper assessment if you can handle it. It is an old game, if your laptop is rather new it should be good enough, no matter if you only have an integrated card. However best is to always check it out.

I got it to work it does launch now and plays however there’s no voices or back ground music but I mainly use subtitles anyways so it’s not a mood killer

It's playable on laptops. The best version of skyrim to use is the special edition

Linux has always be buggy with Skyrim sound. (Only looking because considering running a Linux distro from an external drive again).

Here are 2 tips that may or may not work.

"If NPC voices stop working, just re-run the install_audio.sh script.
Audio can be buggy. In Xterm before launching the game, you can run: winetricks sound=alsa to try to switch to ALSA sound. Or winetricks sound=pulseaudio for Pulse Audio. It may differ from system to system."
