Report a translation problem
1. You sure it was the ini usually located here : C:\Users\<your name>\Documents\My Games\Skyrim that was changed?
2. Double check to make sure it did not revert to read only. Just my experience was I had to take control of the entire folder before any changes were saved.
3. Is it a different monitor you are playing on now?
Just my experience again, but I had to change the television I play on to 90% to get the whole game on.

And, you would likely have the same issues with SSE, without a fix. (There are similar fixes to the above available for SSE as well)
I found a option on a 2016 YouTube video for a application to fix this on Classic: https://flawlesswidescreen.org/#Download similar to what you just recommended, installed it, ran it for Skyrim, works just fine now. Thank you both for the help.

It must be changed from read only to read/write to be able to alter and save it.
Once it is saved you can change back to read only if you want to. Not important to have it as read only.
