For cloaks, fur gives the best warmth, hide gives the best protection against rain.
What you're wearing also makes a difference. Some armor/clothing gives more warmth than others. Its hard to give a steadfast rule, but the more of your body the armor/clothing covers the better. If you have skyUI, you should get stats on the warmth and coverage values of anything you're wearing. I think fur armor gives the best warmth, but I normally don't make long-term use of it since its a low-tier armor set.
Also, if you activate your campfire, you can open up a new perk tree that will allow you to make yourself more resistant to the cold.
Frost resistance increases your resistance to cold weather, so try to use items with resist frost enchantments on them and maybe potions too.
For drinks, those only improve your warmth temporarily; you really shouldn't be relying on them. They're for if you need to remove the 'cold' debuff for a few moments.
Also, when you're starting out, its easier if you stick to the warmer holds (Falkreath, Whiterun, the Reach, and the Rift) until you get yourself more prepared. Avoid the northern part of the map in general, particularly the snowy areas. Oh, and don't go swimming in those areas, at least until you get the swimming perk in frostfall's skill trees.
Also note, you can never make yourself completely immune to the weather (other than by becoming a vampire); you can only increase the amount of time you can stay out.
Also, being hit with frost magic will increase your exposure, while getting hit with fire will dry you off (not sure if it decreases exposure though). And no, there is no spells that will let you warm yourself up; the mod author claimed that would be game-breaking.
For your current situation, honestly you may be able to avoid fainting if you make a campfire (a decent sized one) and set up a fur tent nearby as soon as possible. Of course, that will probably only work if you already got the wood, and got the perks that lets you start campfires faster. You might also be able to run over to a campfire that's already set up (I do this quite often myself). The fires in giant camps in particular will warm you up pretty fast. I've also taken shelter at Stone Hills quite a few times. You could just run into an interior space somewhere, such as a cave, ruin, dungeon, house, etc... You won't warm up from doing this, but it should keep your exposure from going down further. You'll have to find a fire in whatever location you enter to actually warm back up.
If you're new to frostfall, you should really read that book the mod gives you; its instructions on how to survive in a game with frostfall installed.
Also, I wouldn't worry too much about fainting; the MCM lets you set your chance of dying due to this. By default, its set to 0%, which means that you're guaranteed to just be teleported to some random inn.
Just to be clear, what version are you running? Versions 2.6 is quite different from version 3 (some prefer 2.6, due to the Real Shelter mods only being compatible with that version). Also, where are you on the map? It would be easier to give you tips if we knew exactly where you are.
