If these do not fix it, please post your system information. To get and post System Specs do the following:
At the top left of your Steam screen on small print just above where you see Store, Library, etc., click on Help.
From the drop down menu, click on System Information.
When the box appears, after you information loads, right click in the field where the information is showing
Select Copy all to clipboard
Paste in the reply box of the thread

Hi Evermost, Steve called in the troops. It looks like you've already covered most of the basics... Let's look at a few of the more, "fringe" issues that pop up.
It's a little hard to tell, but it appears you have a single hard drive with a total of 5 gig free. Depending on what other programs you have installed that may not be enough free space for windows to properly buffer temp files, and unfortunately Windows will always buffer it's own files first, and the render engine will always put itself above the sound. However that has nothing to do with directionality so let's dig a little deeper first. (However you really do need to make more room if you want this game to behave. Think about deleting any old games you no longer play, they can always be reinstalled.)
When you did the clean reinstall, did you also go to the Documents/My Games/Skyrim folder and wipe you're INI files. IF not, make copies, then delete the Skyrim.ini, and the Skyrimprefs.ini file. After you delete the files run the normal game launcher once so Skyrim will recreate the files, then test in game again. That's usually a recommendation for when sound cuts out completely, but it's such a quick fix it's worth testing
That's all I can think of off the top of my head, My gut instinct says it's cutting out when you look away because you don't have enough free disk space and/or available ram and the render engine is prioritizing what you're looking at to conserve resources.

PS... Your dad may be correct, dedicated sound cards usually have their own dedicated high speed ram just like a video board
Okay change of tact,
1)Do you run the default game clock or alter it? As in the vanilla game defaults to 20, I usually set mine at 10.
2) if you do alter the clock, have you noticed over time as you play the lips get out of sync when they do talk?
Edit: Do you mean when you press T to wait or?
Is your game heavily modded? If so how many mods, what manager are you using, are you running an ENB, or at least ENBoost? (LE is a 32 bit game so it can't see more than 4 Gig without help. Without at least running ENBoost you could still be taxing resources.)
Back to mods, do you have any dialog overhauls installed?
I know I'm grasping at straws, but when you're dealing with something that's not broken, but also doesn't work quite right it's sometimes like that. All you can do is try to narrow down what is causing it.

1. Do you play with monitor or hdmi.
Some amd chipsets had problems with hdmi setup and had to revert to windows drivers for the audio.
2. You said you tried configuring sounds, but have you tried disabling the speaker/headphone enhancments?
All I can think of.
If you have any software for it you should the same option that is typed below.
In short you need to run the guide for your headphones that comes whit Windows, there you make sure that Windows detects your chip/headphones as 5.1 or 7.1
It can be tricky to find it since they have moved it.
In rare cases you may tell the system that you have one speaker system 5.1 or 7.1 instead of headphones.
My self runs my Headphones as 7.1 speaker system for it to work
And make sure that you uses the correct driver for the chipset, the one that you may have got whit the chipset.
@Uncle64 If i cannot find what your saying then once your off work if there's anyway for a guide yourself that could help. I do appreciate everyone helping btw
