Sounds like you may be running the game over the 60 FPS cap - which is the limit for both Oldrim AND SSE.

(Applies to both original Skyrim as well as Special Edition - SSE)
Also, if you have been running the game over 60 FPS, any errors (such as hit boxes being unsynchonized for the swinging blade traps - which I have seen before as a symptom of exceeding 60 FPS) that have occurred have already been baked into the save, and CANNOT be undone by simply locking the FPS to 60 now. You would have to start a new game.

Just set that to On and set to 60 (or even 59 to eliminate possibility of it popping over 60 on occasion)
