Report a translation problem
That should reset all user settings to their default. Check and let me know.
Documents > My Games > Skyrim >
Delete "Skyrim.ini" and SkyrimPrefs.ini"
Open Steam and press the play button for Skyrim.
The game will try to detect your hardware. This usually doesn't work and it will set to "Low Quality." Never fear, happens to everybody. When the Skyrim menu box appears, go into Options and set your preferred graphics settings. You can also try 1820x1080 and windowed. Let us know what happens when you get to the character edit.

Check the input setting Vults suggested. If that doesn't work, you may need to install the unofficial patch for Oldrim.

The research points to a possible hardware/input issue. All of the troubleshooting steps researched:
1. Plug mouse into another USB port.
2. Screen resolution to 1920x1080, windowed. (Check graphic card software for related settings).
3. Edit preferences related to controller input.
4. Delete and refresh INI files.
5. Install unofficial patch.
6. Clean uninstall game and reinstall (see pinned topics for reference).
Beyond the above steps it's difficult to discern the cause.
