The difference is that SE is 64-bit and directx 11 while regular Skyrim is 32-bit and directx 9.
At this point, SE only has a handful of mods available and the new CK for making mods for it has only been released to a handful of beta testers (which does include several big-name mod makers like Arthmoor and Chesko).
If you want lots of mods right away, go with regular (get the bundle with the DLC, though, a lot of mods at this point require you to have them all). Aside from number of mods currently available, the experts here have already figured out what it takes to get tons of mods to play nicely together (load order, resolving conflicts, fixing tech support type issues, and so on). With SE, they're just getting started in figuring all that out.
Quick note, SE's minimum and recommended system specs are about the same as Fallout 4.
-Skyrim Special you will have to make a Bethesta acount to use mods and mod sites, BUT achevments will be deactivated. you will ether have to install a mod to fix this your not play with mods at all. And some people are having problems with it runing on there computers.

edit: just looked and noticed legendary isn't for sale anymore. That's pretty crappy, especially since there are not a whole lot of mods for SE.
However, having a look at Skyrim's VAST amount of mods, I think it may not be worth it if the mods are already now.
How many scenario style mods does the workshop contain? Like Age of Empires II custom scenario?
There's also Skyrim Oblivion, elder oblivion? What's that? Is it a sequel of Skyrim? Or is Skyrim just the base game with the DLCs, or is there more standalones for the Skyrim experince?
Skyblivion is a work in progress, a team is working on converting Oblivion to use Skyrim's engine.
Oblivion is The Elder Scrolls 4, Skyrim is The Elder Scrolls 5.
@Aisar, They replaced Legendary Edition with the 'Skyrim Bundle' (same great taste, new name)
Well Skyrim on its own is a pretty good game and we (egocentric right there) generally recommend first time players to stick to the vanilla version before they start modding so that they get a better feel on what they want in their game.
I would personally that you get SSE but let us know your specs first if you want better feedback.
Yeah. I wasnt around for the original launch, but all the bad FPS and no load posts I've seen, better to check specs first. You can make original look better than SE with a low end system right now, whereas youll probably need a much better rig to prettify SE in the same fashion once the mods are out.
If your computer can handle it, go for SE. Once the mods take off itll be a much better experience.
