As for 'signs' of SE, Im not sure what you mean. It is the same game. It starts the same, with the same story, etc.
Then you need to buy it. The only DLC you own is Hearthfire, you would need all of them to have gotten it for free.
New game is 64 bit, so should be more stable. It should be better for modding and a number of other small issues. But new issues will come up, and take time to solve.
Old game however works mostly, majority of the bugs have solutions, and mods work (or will when nexus gets back up).
My personal advice would be to wait for the Special Edition to get some updates and see what bugs are revealed.
And yes, I don't have time to play out the Special Edition right now, so I have the luxury (sp?) of waiting until at least the first non hotfix patch.
