Navigate to:
C:\Program Files (x86)\Steam\steamapps\common\Skyrim\
Delete ControlMap_Custom.txt.
Navigate to:
C:\Program Files (x86)\Steam\steamapps\common\Skyrim\Data\Interface \Controls\PC\
Delete controlmap.txt.
Now just run Skyrim and setup your keys the way you want.
You can also use:

to create and write a custom map to bind keys that you normally cannot in-game. There are other re-mapping mods, too.
i never had that file in the first place until now i had to download it
Not to be rude, but you may want to re-read the OP. The keyboard itself is being locked out because of a corrupted control map file, which has been happening since Skyrim Special Edition was released (for some odd reason, having Skyrim Special Edition installed and ran on the same system as Skyrim Regular Edition causes the control map file to corrupt without explanation, causing the keyboard to be locked out in Skyrim Regular Edition).
I also tried the method you posted before this thread was made, and it unfortunately didn't work. The same issue that popped up had continued to persist, and the fix posted in the OP has literally been the only thing to work so far.
