Well, if you have it installed while playing as a non Khajiit, yes, you'll be talking with that outraaaageous accent, son of a silly person. Just disable it for characters you don't want the modded dialogue options.

The trouble with it is that if you have any mods that add NPCs, you'll need a patch or the regular dialogue options will of course stay, the good news is that someone is hoping to start making new patches.
the ability to yiff is a special racial trait unique to the khajiits
while everybody else has no puussyswagger

I mean, there's no fully voiced Fallout 4 style protagonist mods, but you could try PC Headtracking and Voice Type:

I really like it, makes my characters seem much more alive - you can also download additional voice packs, such as Ciri/Geralt from TW3, I'm quite tempted to try the Lynda WonderNord for my next character - Lynda Carter (Wonder Woman) voiced the Female Nord voicetype in Morrowind and Oblivion, and it's compiled from lines from there - moreso Morrowind, I believe.

There is little point to compare the races in Skyrim, because everyone can do everything after the first 20 levels, which happen quite fast. Certain races offer better start with certain attributes, but that's it. Later on the only thing that matters is how you build and itemize. You can make a tanky Altmer warrior or a Mage Orc. It's literally up to you how you build and itemize. You can build Altmer for example as a hybrid mage-warrior, because their extra starting magicka allows them to build health/stamina more efficiently. The list mentions Dunmer being the worst, which is just wrong in many aspects, because Dunmer is regarded as the jack of all trades races in TES games, not to mention their Fire Resistance negates the Vampire's Weakness to Fire. In the previous games there were bigger considerations when it came to races, because pros and cons were much relevant (like in Oblivion, Altmers had 25% weakness to Fire, Ice and Shock for the highest starting magicka pool), but in Skyrim many of the racial benefits are only for early game, which barely have any effect on the game later on. Besides Argonian > Khajiit, because Argonian permanent waterbreathing has more utility than Night Eye (Skyrim kind of lacks that dark places anyway).
