Report a translation problem
There is a missing record in that mod that can cause this (though any other mod can also cause this if it is missing the same record)
To fix this, load your build into xEdit.
Once it has loaded, In FormID box in the upper left of the xEdit screen, enter 0005a666
That will highlight the following record under the Faction category:
Form ID: 0005A66
Editor ID: ServicesRiverwoodAlvor
Name: Alvor Services
In right hand pane, locate VENC - Merchant Container
If the issue is with this record, you will see that this record is missing in the last mod on the right (the last to load).
To fix this, drag and drop that record from Skyrim.esm, into the last mod that is showing it missing. The record's text reads as follows, and that is what you drag and drop:
MerchantRiverwoodAlvorBlacksmithChest "Chest" [CONT:00078C0D] in GRUP Cell Persistent Children of [CELL:00000D74] (in Tamriel "Skyrim" [WRLD:0000003C]) at 4,-12)

Come out of the vending screen
Make a quicksave
Punch Alvor
Quickly load the quicksave
Apparently this prompts the vendor to reset their inventory.
I had a feeling that it was The Amazing World of Bikini Armor that was the culprit, but I couldn't be sure, because even after reinstalling it, completely removing it, and starting the game without that mod, the problem persisted, but that fixed the problem. Thank you so very much. It was driving me batty.
